Let's not think of rpm for a minute, let's break down this problem to something
simpler.
Which is, removing one empty directory on a running Linux system.
15:01:24 silviupc:~ # mount | grep lock
tmpfs on /var/lock type tmpfs (rw,nosuid,nodev,relatime,mode=755)
15:01:28 silviupc:~ # umount /var/lock
15:01:34 silviupc:~ # mount | grep lock
15:01:35 silviupc:~ # ls -l /var/lock
total 0
15:01:40 silviupc:~ # ls -ld /var/lock
drwxrwxr-x 2 root lock 4096 Oct 25 11:51 /var/lock
15:01:42 silviupc:~ # rm -rf /var/lock
rm: cannot remove ‘/var/lock’: Device or resource busy
15:01:52 silviupc:~ # mount | grep lock
15:01:57 silviupc:~ # ofl /var/lock
15:02:01 silviupc:~ # fuser -a /var/lock
/var/lock:
15:02:09 silviupc:~ # lsof | grep "/var/lock"

Output information may be incomplete.
If it's empty and nothing uses it, why can't it be removed?
If something uses it, why doesn't it show in ofl, fuser, lsof?
