Well, I guess we could/should release K3B 2.0.3 as bugfix update for 13.2. This would also "fix" the translation issue there. But I will create a separate bug report for this. Btw, the general problem does also (still) exist in current Tumbleweed as well, with desktop-translations installed. (I don't remember installing them manually, so I think the patterns are ok regarding this) I just looked at desktop_translations.mo (from desktop-translations) with a hex editor, and the translations indeed seem to be in there. So maybe the patches for KDE to read those translations do not work any more? This might actually be a (openSUSE) KDE bug after all...
