After some experimentation it looks like the problem can be reduced by
defragmenting journald's files in /var/log/journal/*/*.
The same status query of the NTP daemon, which in the original report took 92s,
it's now taking 4.6s. Please note, that for the sake of better comparison with
the original report, the system is kept the same; that is: no deletion of the
journal files etc...

Another tests, e.g.: `rpm -qa \*kernel\*`, which have queried the RPM db
(/var/lib/rpm/*) also takes a fraction of the original duration, confirming the
previous finding.
In order to prevent similar problems from arising, perhaps the default
partition and subvol layout proposition should be changed for rotating disks.
Instead of creating subvolumes for /var/log (and perhaps the whole /var)
directory, /var should kept on an non-CoW filesystem (ext3, or xfs).
