After several hours of rebooting I found the culprit: acpi_cpufreq
I have to add an "install acpi_cpufreq /bin/true" to /etc/modprobe.d/blacklist
to solve the problem.
Reading through the changelog there are two commits which look related,
therefore adding Thomas.

- Update config files.
These are ACPI autoloading (via udev) and use ondemand as
default governor when loading low-level cpufreq driver patches.
