/usr/lib/libGLU.so is included in Mesa-devel, but that doesn't means Mesa-devel
"Provides" (as in RPM) libGLU.so.
I know cg can't be installed because my funguloids package, in the games
repository, fails to build with an expansion error: "nothing provides libGLU.so
needed by cg". Just try to install it.
You can disable automatic dependency generator (or modify it to avoid only the
libGLU.so Requires) to "fix" the problem. But I still have my doubts this would
work... Mesa-devel includes /usr/lib/libGLU.so, true. But that's just a symlink
to a library with soname libGLU.so.1... I don't think the dynamic linker will
accept that library, only because the filename is the same, if the soname is
different.
Alternatively perhaps a newer version of the cg library is linked against
libGLU.so.1? If isn't the case, probably the binutils maintainers know how to
modify just the DT_NEEDED entry of cg from libGLU.so to libGLU.so.1.
