a) The grey checkmark means that the patch is satisfied (i.e. the package has
been upgraded to the version the patch requires, whatever was the way to
achieve that). All that is missing is patch metadata ->
b) therefore it makes sense to install the patch and that's why you see can see
the patch among other installable patches. This is done on purpose (see bug
#223416) and it's completely correct behavior.
However, I agree it is not documented in the related help text (except for this
'satisfied' status, we also have a small icon to indicate that patch is broken
- both have missing documentation).
Assigning to Stefan, but he's on vacation right now, so it will take some time
to get this fixed
