I do think that ideally kiten should support both encodings in the future, there are even two upstream bug reports that might be related to this: https://bugs.kde.org/show_bug.cgi?id=325022 https://bugs.kde.org/show_bug.cgi?id=386843 (at least the current EDICT download on the page mentioned in the latter one is UTF-8 encoded...)
