A patch that solves the real issue
Basically, the problem in OOo was that if a section has header or footer, we
write that into the file. If a section does not have header or footer, we write
nothing into the file. So, if a section w/o header/footer is following a
section that has header/footer, Word is interpreting this as if the
header/footer-less section was inheriting header/footer from its predecessor.
This patch writes empty headers/footers for sections that don't have headers
and footers, so that Word is interpreting them correctly.
