Please note that every Linux kernel uses UTC within its system clock. The user space localtime is defined with /etc/localtime system wide or with the TZ variable for one user. If you really depend on local time in CMOS the initrd has to know about it otherwise the kernel has the wrong clock. If you're using local time in CMOS *you* have to correct the CMOS clock at DST switch.
