No, it does not.
The battery is critical by default at 2 percent. 2.) KPowersave display a warning message to the user and run a timer with 30 seconds which the user can stop by add the AC adapter to the machine (or increase the battery percentage over 2 percent by an other way IIRC).
Yes, i watched the small passive popup appear (and disappear again), but after 30 seconds nothing happened. 15 minutes later, the machine powered off hard.
3.) This is at least the same behavior as on 10.1/SLED IIRC compared to powersave
No. SLED and 10.1 would shut down.
4.) please check KPowersave from trunk which is planed as YOU update currently.

Maybe there was a small problem with the warning messages, but this should be fixed.
No, the warning message appeared, but the shutdown did not execute.

Ok, but since it seems that nothing of this bug is actually fixed (you seem to believe that this bug does not even exist :-) and it leads to data loss, this is more than major IMO :-)
