/boot/initrd-* should be in the file list of the corresponding kernel package,
thus rpm must simply delete it at uninstallation. If
/boot/initrd-${VERSION}-${FLAVOR} isn't deleted, it's a fault of rpm,
supposedly. And, through a quick test, I cannot reproduce the issue on my
machine.
(BTW, the symlink of /boot/vmlinuz and /boot/initrd is a different story.
It's shared by multiple packages, so something weird might happen. But this
should be irrelevant with this bug.)
That said, it's so far WORKSFORME. Could you provide a simple test case I can
reproduce on a fresh 13.1 system?
