After some thinking I have realized that this is probably normal because in openSUSE for ppc, the userspace is mostly 32-bit; only the kernel is 64-bit, plus some libraries. The primary cause why the package does not install is that it cannot find the lsb-core-ppc64 symbol, which is not present because the 'lsb' package in openSUSE is built in 32-bit mode.
