As far as I understand what you wrote, your analysis is wrong.
Currently HAL does not provide a "printer" capability.
Therefore I use "scanner" also for printers (see bug 469721
and bug 542473) which worked well for openSUSE 11.1.
The curent bug in HAL for openSUSE 11.2 is that when
hal-find-by-capability --capability scanner
reports your device (regardless which type of device it actually is),
HAL does not set an appropriate ACL for it, i.e.
hal-find-by-property --key access_control.type --string scanner
does not show your device and consequently
getfacl /dev/bus/usb/XXX/YYY
does not show an ACL for the currently logged in "desktop" user,
see what is described in bug 542473.
