I have the same problem with my 11.3 system and a Nvidia card.
This fixed the problem for me on my x64 11.3 install with the proprietary
nvidia driver.
Step 1.) Switch to TTY2 (CTRL + ALT + F2) and login as root.
Step 2.) Enter runlevel 3: telinit 3
Step 3.) Unload the nvidia module: rmmod nvidia
Step 4.) Enter runlevel 5: telinit 5
Step 5.) Log in normally, and observe no more delay or lag issues.
The nvidia module is automatically reloaded when entering runlevel 5. Don't
forget to log out of the root session in TTY2!
I have NO IDEA why this works, but it does for me. After doing these steps, the
problem is solved as long as the machine remains on. If I reboot I have to redo
these same steps to fix the delay and lag issues.
