I'm not sure if it helps, but I did some further investigations using strace.
First I used ps to get the pids of all postgres processes.

postgres 1880 1861 0 19:38 ? 00:00:00 postgres: writer process
postgres 1881 1861 0 19:38 ? 00:00:00 postgres: wal writer process
postgres 1882 1861 0 19:38 ? 00:00:00 postgres: autovacuum launcher
process
postgres 1883 1861 0 19:38 ? 00:00:00 postgres: stats collector
process
Then I started strace with all pids.
strace -ff -p 1 -p 1698 -p 1701 -p 1861 -p 1871 -p 1879 -p 1880 -p 1881 -p 1882
-p 1883 -o /tmp/strace/postgres &
Afterwards I initiated the system shutdown. I will upload the resulting strace
output. It seems that the main postgres process (pid 1861) is actually killed
in the end.
