During installation of leap 15.3 the package gstreamer-plugins-libav is not installed.

not every package can be installed by default. However, yast is not responsible for creating default package list for installation.

result : we can't play mp4 and ts video in data panel of dolphin.

more : we get a dolphin freeze if we try.
