That can easily be seen by running QT_FONT_DPI=192 QT_SCREEN_SCALE_FACTORS=2 su -c "/usr/lib/YaST2/bin/y2controlcenter". A much bigger issue can be found in the partitioner: All of the icons are created by using QPixmap with fixed paths, which include the resolution. This means that a 22x22 icon gets drawn on a 44x44px area on the screen, which is then obviously blurred.
