I cannot not reproduce this on at least 4 13.1RC1 systems dating back to July at least.
Did i read correctly? You say that you can't reproduce? Why the report then :p
Up to the filing of this bug it has apparently been difficult for me on systems with 13.1/KDE4.11.x to not experience this bug. Now I find a minority are OK, but nothing strikes me to suggest why some are OK and others not. host t2240, i845G P4-Celeron 32 bit: OK host m7ncd, rv200 Sempron 32 bit: not OK (on this system, expecting to see it fixed after doing host t2240, I wasted more than two hours installing individual kde, plasma & qt updates one at a time, then starting a session, hoping to isolate a responsible package) host gx270 i865 P4HT 32bit: not OK (occasionally Konsole appears where it should on session restore) host gx28b i915 P4HT 32 bit: OK (no longer able to reproduce in 10+ session cycles) host big41 C2D 64 bit: iG41 not OK & rv516 not OK host gx62b, i945 P4HT 64 bit: possibly OK (took many attempts to reproduce prior to 30 Oct zypper dup, not yet reproduced since in 10+ session cycles; previously updated 20 Oct; this installation is famously slow/unresponsive for 64 bit) host hs80e C2D 64 bit: not OK rv380 & not OK iG31 (interesting note: each time I swap gfx device, in only the first KDE session started, Konsole appears where it belongs, off the taskbar, aka this bug not happening) host vizio, i945 P4HT 64 bit: As of 29 Oct 'zypper ref; zypper -v dup' on , and with kernel-desktop-3.11.6-3 the problem seems to be gone (6 startx start/stop cycles with 3.11.3, 3 with 3.11.6, without it happening).
