Some googling turned this up: https://bugs.launchpad.net/ubuntu/+source/nfs-utils/+bug/235930 sure enough, if I modprobe'd nfsd, killall -HUP rpc.idmapd (which I tried before), UIDs and such map correctly. Also, there should be a config option (/etc/sysconfig/nfs) to always start NFS *client services* even if there are no explicit mounts in /etc/fstab - there are many other ways of mounting NFS (incl. v4) than via /etc/fstab and if idmapd is not started NFSv4 doesn't work.
