I'm aware of this issue.
This message is generated by CPU freq module, which fails to set cpu frequency
through helper binary with SUID bit set. This warning is present in upstream.
Instructions are correct, _but_ this setting will be overwritten on package
update.
Problem is, that packages with SUID binaries are not accepted in openSUSE and I
had to remove this bit. Please, see bnc#792928 for that.
So,
an easy workaround - do not use CPU freq module. Problem is that CPU freq
module is present in default profile. openSUSE profile would be solution but is
currently broken (yeah, I know I know).
Better solution would be to have CPU freq module only as monitor of frequency,
without support for altering configuration. No patch in this way was done yet.
Anyway, patches are welcome.
