I do most testing by booting with 3 on cmdline. I haven't looked to see whether happens or not when not booting with 3 on cmdline. It does not happen on systems with sysvinit-init installed. /etc/systemd/system/getty.target.wants/getty@tty1.service exists with symlink to /lib/systemd/system/getty@tty1.service. This file includes "ExecStart=-/sbin/agetty %I 38400 --noclear" and "TTYVTDisallocate=no" to prevent clearing of boot messages on tty1. If I login without undue delay and start mc, then the appearance of the message corrupts the mc display, forcing me to force a fullscreen redraw before proceeding with full understanding of what's before me.
