Bugzilla's definition for Blocker.
"A bug which is holding up some work on another component. The blocker
severity should be used very seldomly, because only a fraction of the hundreds
of thousands bugs really block the development of mozilla and these are
normally fixed very quickly. Basically, anything that prevents builds from
building, running, or being used for dogfood is a blocker.
Bug reports about crashes, hangs, dataloss, or severe security exploits (e.g.
remote execution of arbitrary code) get the critical severity. "
