This seems to confirm that the
# Should-Start: udev-trigger
Isn't doing what it should, however I poured over the source code and cannot
find any reason why.
I suggest you just leave the
udevadm trigger --sysname-match='sd[ab]*'
in boot.md and leave it at that.
As much of these code is very different in 12.3 and future releases there
doesn't seem much point pushing on to a root-cause analysis. If we can make it
work for you I think that will have to be enough for now.
So I'm going to close this as "works for me", and recommend you keep the
'udevadm trigger' line to ensure that it works for you.
