find /etc/systemd/ /usr/lib/systemd/ -name '*crypt*' -ls
IMHO asking the passphrase should have such a strong dependency that other
services have to wait on it and only after a timueout the system continue to
boot. Normally this is done by systemd-cryptsetup(8), the
systemd-cryptsetup-generator(8), and the password agent systemd-ask-password(1)
.. maybe in /etc/crypttab there is no timeout nor an nofail option set?
