No, it's not per user. Everybody sees the "upload" revision.
(There's another way to do atomic revision uploads, you can do src repository
uploads instead. The process goes like this:
- do a POST with cmd=commitfilelist on the package, transmit a "directory" xml
data as content, i.e.
<directory>
<entry name="foo" md5="346576325..." />
...
</directory>
- if all files are already in the repo, the commit will succeed and the
returned data is the new file list
- otherwise the commit will fail, and the return data will be a file list of
unknown files (the directory element will have the "error" attribute set to
"missing")
- you need to upload all missing files into the src repository, this can
be done by PUT requests to the special "repository" revision.
- after all files are uploaded, redo the cmd=commitfilelist POST request
