Supplements is a weak dependency, so the package will e.g. not be installed, if it would be involved in some conflict.
If you did a 'zypper dup', zypper wrote a testcase at /var/log/updateTestcase-<DATE>. If you'll attach it, I can try to figure out why you package was not installed.

In xf86-video-intel.spec: Supplements: xorg-x11-server
(Supplements is a reverse-recommends, so it's the same as if you'd write xorg-x11-server.spec: Recommends: xf86-video-intel )

You should also check whether the package appears in /var/lib/zypp/SoftLocks.
If you manually deselect (or delete) a package it is remembered in SoftLocks as 'unwanted'. Those packages are not re-installed by a pure recommendation. They need to be required in order to be auto-selected again.
