I've not built batik from source since 1.6, but my guess from reading org/apache/batik/apps/svgbrowser/resources/README.icons.txt is that some tango icons weren't around at build time and batik's build.xml wasn't smart enough to point this out. There isn't really an easy workaround, which is too bad as squiggle is the only (mostly!) working SVG viewer available on the platform.
