Expected behaviour. Do not download any files that have already been downloaded once, i.e. are/could be in the cache. Or to put it the other way around: Only download files from a source that changed. Apart from using bandwith, CPU and causes traffic, this makes YaST also look slow, since it does that everytime one opens the source-module, even if it was closed only a few seconds ago. I think the same expected behaviour applies for the software-management module which sometimes even downloads the description-files of a source that is set to "no refresh".
