Perhaps there is an easy way for a fallback, compare
"cp /etc/cups/cupsd.conf.default /etc/cups/cupsd.conf" in
https://bugzilla.novell.com/show_bug.cgi?id=828854#c0
CUPS installs an /etc/cups/cupsd.conf.default file.
If there is a severe error in cupsd.conf, then the cupsd
may use /etc/cups/cupsd.conf.default as fallback
and report that the fallback cupsd.conf.default
is used in /var/log/cups/error_log.
A possible drawback of an automated fallback is:
Assume an admin changes /etc/cups/cupsd.conf in a way that
causes a severe error in cupsd.conf, then he may not notice it
because the cupsd would "just start" (by using the fallback)
so that the admin may not inspect /var/log/cups/error_log
for possible issues.
But then cupsd does not run as the admin intended and that may cause
any kind of subsequent issues up to security issues e.g. when the
admin intended a very secure cupsd configuration but because of
a severe typo in cupsd.conf the cupsd falls back and runs with
its less secure default configuration.
