Enabling quota support needs checking off the "Enable quota support" check box in the advanced options when doing partitioning in the first stage of the installation. This ensures that script /etc/init.d/boot.quota is executed at the boot time. Then in the second stage, advanced options for user accounts provides the quota module where the quota rules can be set.
