If you check the virt-manager requirements with "rpm -qR virt-manager" you can
verify that the virt-manager package has no explicit requirements on xen.
It does however require vm-install, which is our supported package for creating
new VMs. vm-install currently has requirements on xen, but the work to remove
the xen dependencies is underway and it will be finished by the time we support
other hypervisors such as KVM.
We don't currently support KVM, but some people have successfully used
virt-manager on KVM by building virt-manager without the virtman-vminstall.diff
patch and removing vm-install from the Requires section of the spec file.
Another option would be to --force the package installation, and manually
change the engine.py file using the virtman-vminstall.diff file. I've attached
it above, in case you want to try that. The only problem with reversing the
patch is it uses a different installation package that we don't support...
