When the "%EY" flag is used in the source string (it means "decode year number from locale-specific format), the year number is not interpreted correctly at least with one locale (testing locale "LPT_1.UTF-8" from the LTP test suite). Other locales may or may be not affected. Please find the attached testing program, as well as the source of the locale to use to demonstrate this problem.
