i observe a similar problem using openvpn and susefirewall2 with masquerading:

the machine in question starts both openvpn (server) and susefirewall2 on boot.
a client machine can connect using openvpn, but ssh and all other services are
not available to the client machine until susefirewall on the server machine is
restarted once. appears to me to be caused by the same issue. not a big deal -
this used to work fine on a 11.4 and earlier, though. systemd-related perhaps?
