For packages with source tarballs of a few MiB, the download proceeds at snail's pace and eventually errors out with something like the following:
Connection broken: IncompleteRead(6935464 bytes read, 17469448 more expected)
The same thing happens with zypper downloads; however, in that case it is easy to work around the problem by specifying a working, non-crap mirror (http://opensuse-mirror-gce-ap.susecloud.net/tumbleweed/repo/ is pretty good). There is apparently no user-facing way to do something similar for use by osc.
