At this point I think it's more related to the minimal pattern than to systemd.

Wed Oct 3 11:56:16 CEST 2018 - sflees@suse.de - Merge back in Leap 15 / SLE changes, important items from that packages changlog can be found below - explicitly include rsyslog in the base pattern to make sure logging goes to /var/log/messages as documented (bsc#1094841).
