[note that I'm not speaking of the "-f" option for fillup_and_insserv, but the commandline option "-f" for insserv itself] And in a normal upgrade (directly using rpm) this is an error and should be reported as such. This state shows the solver that the old libzypp patch is incomplete. It will be installed which means the newer version will be "updated".
