As you use acpi=off I doubt this is caused by ACPI subsystem. I wonder why apic is used with acpi=off, IIRC acpi=off always uses PIC on x86, but this might have changed... (Andi, do you know about that?). Why is acpi=off booted, this must have been added manually? Can you try to boot without acpi=off and without noapic pls and attach dmesg output. If this works all is fine and this bug is invalid (There is probably another bug with ACPI, therefore you added the acpi=off line? We should better look at this problem then...). If nework/sound does still not work, pls try to boot without acpi=off and with noapic.
