By (our) definition (and it's there since its initial implementation), not managed means no bootloader. There's even a warning for that if you are selecting that option. We do not directly require those packages, especially if no bootloader is selected. What installer did in that case is basically nothing, just install other packages. If it is needed to have tools-scriptlets installed in that case it should be manually selected as installer cannot know what is needed in case no bootloader is required.
