This happens after grub is loading the kernel and initrd and kernel is started. Hardware is Dell XPS13 laptop. System is starting with kernel-default-6.11.0-1 just fine. So the settings are correct according to 'localectl', but not 'dumpkeys', and manually using 'loadkeys' works as expected. In some situations, those console keyboard commands give an error "Couldn't get a file descriptor referring to the console." For example, when you try them as a non-root user in an xterm or similar. Or maybe also in an openQA environment where everything is virtualized and maybe not 100% exactly as on a real console. With all that we tried with this so far, I tend to believe that this is the problem here. These issues seem to be fixed upstream and 0.7.1 was release quite a while ago: https://github.com/dehydrated-io/dehydrated/releases/tag/v0.7.1 would be great if somebody could bump the version.
