For a basic container chroot that is not needed actually. Can we drop requiring ifup? Please consider doing that for ipvsadm. If ipvsadm still needs to build for released distros you may keep the legacy locations within a "%if %suse_version < 1550" block of course. If you do that, please do *NOT* install symlinks from/to /usr as it was done with some packages in the past. I searched "gpg-agent" file on my disk globally and find systemd units on: "/usr/share/doc/packages/gpg2/examples/systemd-user" and so as to other gpg2 systemd units. Copy these files to "/usr/lib/systemd/user" can fix my issue.
