For some reason sphinx-build appears to require python-attrs now, but this is not reflected in the rpm. Thus OBS does not know about this dependency and leaves out python-attrs out of the buildroot (thereby causing the above error). For Leap 15.3 the access to home directories was restored after applying systemd hardening settings, see bug 1195465.
