In Plasma's system settings (Notifications > Configure Apps) I can only configure 'native' KDE apps and for 'other apps' the badge option is always greyed out. Another linux KDE distro (kubuntu in this case) manages to include other apps in the list of configurable apps and shows badges on the task manager app icons.
