It doesn't show the value read from the system (or from the AutoYaST profile used as input) and it does not transfer the value written by the user to the resulting AutoYaST profile. Again I'm not sure to fully understand your comment, but the way PID1 ends finish services is always the same: it sends the TERM signal to services. There's no dbus signal mechanism involves in this process. "systemctl reboot" vs "reboot": the behavior may be different depending on which user is issuing the command. Normally "systemctl reboot" is requesting to logind to initiate the shutdown process, so the user sessions can be terminated properly. OTOH this step might be skipped if "reboot" is used. I don't remember the details exactly.
