Check the value for PERMISSION_SECURITY in /etc/sysconfig/security. For most systems, it has "easy,local". The permissions package sets 4750 for VirtualBoxVM in /usr/share/permissions/permissions.easy. The secure and paranoid settings have 0750. But one of my repositories was a loop mounted iso file with very old files dated 20190512 with the same priority as the other repos. (It is removed now.)
