Context: I run Xorg via xinit/startx, thus I need to have /usr/bin/Xorg setuid root for Xorg to start at all. I do this by uncommenting the Xorg line in /etc/permission.local that sets Xorg setuid root. Today there was a xorg-x11-server package update and it restored Xorg to non-setuid. I had to 'chkstat --system /usr/bin/Xorg' manually in a shell to be able to start Xorg. I agree (eventually). It's much simpler if all tmpfiles are kept in one place like it was before filesystem (silently) introduced fs-var.conf... Sure that most of the paths aren't systemd specific but until another better solution is fully implemented (like the one Ludwig mentioned) it seems better to have a central place than having paths in /var maintained by filesystem, some other paths maintained by aaa_base and the rest by systemd.
