Yes, I'd say an email to opensuse-factory or opensuse-packaging would be sufficient. If you're really motivated, then you could use dnf repoquery and/or osc whatdependson to find out which packages have a build or runtime dependency on libclang and CC the affected maintainers. Others fixed bcc [1] and creduce [2], and the remaining packages using libclang seem broken for other reasons. (libqt5-creator doesn't compile, pocl doesn't want to use clang9 at all for some reasons.) It's mentioned in the change log, but I have to admit that the change log is pretty long this time, so it might easily be missed. The only symptom/indication (besides the lack of connection) of the things not going right is the error of the wicked systemd service in the form of ’WIRELESS_WPA_PSK value not specified'. The solution/workaround is to manually add the WIRELESS_WPA_PSK='passphrase' line to the wireless interface wicked configuration file at '/etc/sysconfig/network/ifcfg-wlp4s0' followed by the restart of thw wicked systemd service. If at any time after that the 'yast2 lan' tool is used again the line disappears from the file and the procedure need to be repeated.
