This is actually a known issue: https://github.com/systemd/systemd/issues/7875 It's been fixed by commmit 3d083b2245b0b8e52f2d8ccc3e55246f41f1f544. Since some time it still shows updates but cannot apply them anymore. It shows a confusing error message where parts say that "no network connection" is available which is plain wrong.
