I even guess that it does not happen any more. There were some major changes in this: - Instead of SUSE specific patches in systemd-vconsole-setup (package systemd), NumLock setting was moved to a new kbdsettings.service (package kbd). - NumLock BIOS status is now read by /usr/lib/kbd/numlockbios utility instead of systemd-vconsole-setup.
