The bug prevents to create guides in Inkscape by dragging them from the rulers in to drawing area. But there is a work around helping to create such guides. Even if users create such guides they can not manipulate them - move or delete them. So my kind suggestion is - possibly to ask some SUSE software engineer, to found the right place in the source code used by SUSE for Inkscape, and possibly to change this "TRUE" by "FALSE".
