It is not meant to be built. The final package is JeOS-raspberrypi or XFCE-raspberrypi. If I understand it correctly that should already include most of the steps you mentioned. Fixes and bug-reports welcome - This is the first time I have to do with kiwi, so I don't understand the build process completely - but it seems currently the kiwi issues are fixed and now it hangs due to perl incompatibilities caused by package updates.
